On the multi-leveled model of state youth policy in Russian Federation

The multi-leveled model of state youth policy that is based on traditions of Russian people (particular) and tendencies of world co-society development in the direction of post-industrial civilization formation (universal), is presented. Inner factors (youth pregiveness / albumen + field genoms/, age peculiarities, interests, values orientations, etc.) and outer factors (family, education institutions, public organizations, organs of state power and management) that determined the model construction, are considered. It is shown that outer factors act as system-forming ones relative to inner factors. The latter behave themselves as system-defining factors towards the society. Scientific and practical values of the model are discussed.
