This paper proposes a re-interpretation of the issue of citizenship and migration according to a consequentialist cosmopolitan paradigm. This involves an examination in line with a multilayered conception of political agency and, consequently, a recommendation of policies of fair distribution of permission of entrance, and of the enforcement of states' international responsibilities. A correct normative interpretation of the migration phenomenon requires, it is therefore concluded, specific institutional mechanisms of global migratory governance.
