ABSTRACT:
The migration is one of the most important and most treated topics in Russian literature and relations and holds a long-term tradition in the American scientific literature on and about Russians, as due to the fact many Russians migrated to the rest of the world.
Some also did it for a short term, some did it for political reasons. The movements of population is reconstructed since the 16 th century. As most of the articles are published in the West, the Cahier due monde russe have dedicated serveral volumes on the movement and genozide on Russians on Russian territory since the 16 th century. The multi-ethnic imperial reality of Russia and the inclination after the Stalinist movements were a large topic in the Western political sciences.
The American review of political studies, the journal refugees , of the UNHCR , the journal do not refer to Russian migrants themselfs, but on the definitions of the international conventions of Geneva, the right of political and personal persecution, on the reality in the EU and the co-operation among the different member-states. The UNHCR as the safegarde of the laws, the personal and the integration measures all over the world, The European Union decided in 2005the new guidelines on the integration and foresaw the coordination of the measures at the outer frontiers to Ukraine, Romania and Bulgaria. The huge single area of Europe is one area for the integration of Russians and the international conditions, the other fact is the professional, personal and social mobility, legal and illegal, when legal for the reason of work, illegal for the reason for women trafficking and human trading.
All facts are now persecuted since 2000 by national laws and national courts and 1,5 million Russians migrated to Europe since 2000 illegally. Scholars like Husa, Parnreiter, Stacher proclaim the waves of the immigration, like constraints and reflex characterize the refugee politics as the politics since the 90s. Immigration and integration as well as populistic-demagogic aims, on the other hand are of a large impact on the actual asyslum politics and the discussion on the mi ъ use of the asylum rights.
The national souvereign now is obliged to jugde the Russian in whole Europe as the same, and then to release him / her when demanded outside to Croatia, the most wanted third country.The results in globalization are formulated open. It will depend on the socio-economic developments and the political decisions, if a multi-lateral policy in migration is successful or only protects the capitalistic centers, or that the human rights are given to the appropriate people. The reason and the function of the European migration policy for and with Russia since the last 20 years are explained.
