Information and Knowledge Peter Horn

As the recent controversy around AIDS in South Africa has shown, not everything
that looks like information is knowledge. In order to use information we
already need knowledge. Without knowledge I cannot test information.
Knowledge is a structure within which information makes sense or is
nonsense.
